HM Revenue and Customs (HMRC) is transforming the UK tax administration system to be more automated, focused on self-service, and set up to get things right first time.
Our goal
By 2030, HMRC is a digital-first organisation, with a minimum of 90% of interactions undertaken digitally.
What this means for you
Whether this initiative applies depends on the service and where it’s available – England, Wales, Scotland, Northern Ireland, or across the UK.
If you use HMRC services, you’ll benefit from:
- Simpler, more accurate interactions: you’ll experience a simpler, more user-friendly service when managing your tax obligations online, and digital tools will help reduce the scope for inadvertent errors.
- Joined-up tax services: you’ll see a more cohesive joined-up service across different tax types, including VAT, Income Tax, PAYE or Inheritance Tax.
Our progress so far
July 2025: published Transformation Roadmap
The Transformation Roadmap outlines HMRC’s plans to modernise and reform tax and customs administration for you, stating their intent to become a digital-first organisation focused on closing the tax gap and improving your experience with their services. Around 76% of customer interactions with HMRC are digital already, and there are approximately 6 million users of the HMRC app.
What we’re planning to do next
April 2026: improve customer experience with expanded digital services
If you’re a Pay As You Earn (PAYE) customer, you’ll have access to a new online service which will give you direct access and control over your tax position, making it easier and quicker to check and update your income, allowances, reliefs and expenses. If you use Self Assessment services, you’ll have expanded digital services to help you register and improve the process if you no longer need to file. If you’re a newly liable employee, you’ll also be able to report Child Benefit through your tax code, avoiding the need to register for Self Assessment in the first place.
April 2026: introduce Making Tax Digital (MTD) for Income Tax
If you’re one of around 2.9 million sole traders and landlords in the UK with turnover above £20,000, MTD will be rolled out in three phases so that by 2028, you’ll be able to choose from a range of software to complete tax returns, keep digital records and send HMRC quarterly summaries of income and expenditure. This will give you a better view of the health of your business and how much tax you’re likely to owe, helping you plan and keep on top of your tax.
April 2027: provide bespoke support to importers and exporters
If you’re an importer or exporter, you’ll have access to a new AI service for the Online Trade Tariff to provide you with bespoke support and help you to easily understand your obligations from 2027 onwards.
